Tangerine finally getting back at Mathew for all those times when they were younger... somehow. I barely intermingle the pokemon world with my fictional setting. Ultra wormholes being cannon kind of work as my handwave from a mechanics standpoint. Reason wise, "because they wanted to" doesn't cut it anymore for these two. I'm thinking some kind of science meetings is why Tangerine occasionally visits. It just so happens she's grown fond of the people around Mathew, hence her trying to be the delegate sent for official visits.
