Leroy is the guard dog at the West Finster junk yard. He's always trying to keep some semblance of order and control over that junkyard. But to be honest he has a rather uncomfortable truce going with Riff-Raff. Unlike Spike and Heathcliff, who are actually at odds with each other, Leroy and Riff-Raff would just rather not see each other most days, but if they do, then they just keep on walking. But when the need arises they are deft allies bordering on friends.
Leroy comes from a long line of police and military dogs. not everyone can be a cop or soldier, sometimes you get the short straw. Leroy keeps himself in shape, wears his cap, such as it is, with pride and keeps that cleaner than anything else he calls his. He is disciplined and a hard-ass, especially to the Catillac Cats.
Hector has a serious beef with Leroy but Riff-Raff won't let him go after the dog. This is mainly because Leroy is part of a working dog's union. If Hector attacks Leroy, Hector could be killed by other working dogs in retaliation. By the way, Hector hates Leroy in such a way you would think the dog killed Hector's mother or raped his sister.
Leroy is a very decent upright type of dog. He keeps up his part of the truce keeping stray dogs and most cat gangs out of the junkyard. It's why the Catillac cats can call the junkyard home sweet home, rather than fighting for it constantly. Leroy is an unqualified bad-ass in a fight. No one really knows just how often he nearly gets killed fighting to protect the junk yard. If the Catillac Cats knew they would probably show him more respect.
Faye Wyld tried to recruit Leroy for her plots and schemes for West Finster, but his honest streak and dedication to his job made him useless to her. Still she likes a good dog.
In his own way, Leroy is the good cop even if he would never be a police dog. Still it makes his father, a Marine combat dog, proud.

I think "The Cat Food Guy" was Human, right? Bush is a good dog and doesn't attack humans without a very good reason.
I won't deviate to far from the TV show and If Cleo can beat back someone, then Bush won't act unless it was too close. Lucky was a case of, he went too far.

Night had fallen after a tumultuous day of highs and lows for a certain black cat...
Wandering West Finster in the back alleys was Lucky, the unluckiest black cat in West Finster. His feelings were hurt by the violent reaction Cleo had to him and the humiliation the Catillac cats heaped on him.
"She was soft though," was what he thought as he stepped on a tack, piercing him paw. A shriek of pain ans he hopped around until he was able to pull it out. Then bouncing off garbage cans, some hadn't been dumped in weeks and were too foul for the most desperate stray to touch. The oozing morass of decayed food and worse, spilled onto the black cat.
Crawling out of the mess, Lucky stank to high heaven. His bad luck was worse than ever, Although he had no idea just how bad...
A large shape appeared at the far end of the Alley approaching. Powerful and scary the form approached. a long red flag-like scarf waved in the breeze. The figure approached
"Lucky. I have some good news and bad news for you."
"who?"
"The bad news. This is the worst day of you life."
"What?" Lucky shrank back as the form stood over him, blacked out by the dim light.
"The Good news. This is the last day of your life."
"W-why?" The sounds of violence were distressingly quick and low. A fast certain kill.
The following day, Cleo strolled in after being out all night with Riff-Raff to see Bush sleeping under the window. She came up close to nuzzle her "dad". She noticed a small streak of blood leading to one of Bush's paws on the floor and hoped it wasn't anyone she knew...
