So if you break the fast, you must feed and clothe 60 people. Not a problem for the wealthy owner of a Samaritan inn in a large city. He could get a reprieve every day of Ramadan and supply thousands of people, regardless of economic standing, religion, or ethnicity with clothing and food. For those that have enough money to feed sixty people, that might be a wonderful alternative to fasting for fasting's sake.

Of course, a warden in charge of a prison of over 60 inmates could also get a reprieve just by carrying on business as usual.
