He is complaining about how the costume shop gave him the wrong costume, but when Misty asks him why he's wearing it and why he's got makeup on and has the figure filled out, Ash just replies with something along the lines of "Well, if I'm stuck with this, I'm not gonna look like I don't care about my appearance!"
