That totally depends on the variety, fancy goldfish need 20 gallons for the first fish, and 10 gallons for every added fancy. So taking into consideration the fact that they are social and should not be kept alone you'd want 30 gallons, minimum, for two fancy goldfish. These are goldfish with two tails and big stomachs like Black moors, orandas, fantails, ryukins, lionheads and the like.
Single tailed varieties like commons, comets, and shubnkins all get a lot larger and need more space. For a single common you'll want a 75 gallon tank, with 20 gallons for every extra common. So for two, bare minimum would be around 100 gallons. :)
