In real life? Yeah. Still rude to stare and awkward to get caught ( you should apologize if someone catches you staring.)
In this silly lil transformation comic? Lol nah, this one isn't just a quick glance it's ogling. We all steal glances at the gym, but this is staring, and if someone catches you staring at their bits, they have a right to be annoyed? This is just a one-off comic but if I were to give it more exposition, it's not just one glance. It's a pattern of staring, and she's sick of it. He's been staring at her chest or butt the whole workout. Every time she visits the gym. And I like a witch with a short temper, makes for more fun.
