This was one of the plants that Japanese Beetles were attempting to eat. I was able to save most of the blooms, but damn do they move fast

that was for canker and later, after all the 'private' trees were cut down, they said - well... maybe we didn't have to cut all those trees down. The stupid government types are just that. I had a neighbor who was laughing because he had a tree that he'd hung a bunch of plastic fruit in just to be cute, and the county inspector hung fruit fly traps in it.
This particular tree is just in a bad spot. Trees are very touchy about where they are rooted.
