Man... I love how the surrounding is... idk, fades off paint brush style?, But then, shift on to the building and the dragon, It's almost like a complete opposite of how detailed it looks. Also, Love how the Diamon-shaped tail tip is scaled against the window, giving the scale of how big this stormy derg is.
I didn't quite understand what you meant, sorry, English isn't my native language, and even with a translator I don't always understand :)
If you're talking about the bricks, I used a brick wall texture and painted everything else on top. As for the rest of the details, I simply use the smudge brush to add a bit of sloppiness, and I always blur out secondary objects, especially if they're too close to the character :)

I like how contrast between colors works perfectly to highlight the beauty and life force of this beast
The way his blue is sparking and crackling with lightning dancing around his body looks phenomenal and truly magnificent
This blue is so filled with power and color like the brightest bolt of energy in the skies
And with all this fading colors of autumn nature and lifeless ruins it is highlighted even more
