To be completely honest, I can see advantages to focusing more on technology first. It doesn't stagnate thought as easy as just having a spell, and makes skills more adaptable and products more widely utilizable. Additionally, it likely reduces production costs a ton, considering that magic isn't constantly used as a crutch for simple (and advanced) engineering problems.
