Done with micron pens, acrylic paints, and a little bit of copic marker and fluorescent acrylics for the blacklight reactive section, and the text was added digitally in Photoshop.

actually it may be possible. if you can get an clean empty ink cart for your printer, lets say black. then fill it with a uv ink then all you would need is to print an image where the glow is 100% black and everything else is 100% white then put the completed images into the printer, thus printing a 5th color.
That is kinda the way it would be done in a professional print house, a 5th color plate and a varnish, or other ink type.
