This is Nemi. apart of the P.S.I. main characters. In this instance (Strip #144) Nemi builds up here energy and transforms.... Yes... she's a Were-Rabbit.

I should mention that there are two other characters related to her (in context.) One is a human that can transform into a giant insect. The other is a Bear Fur that can transform into... well... I can't because it has not happened in the comic. ;)
