This is a demonstration requested by a friend:
tzolkin He wanted to know if a character could have fluffy breasts and look gender neutral at the same time. So, I drew this fem-fennec to see if that could be done. Could you tell if this was a female or a male just by the appearance alone? That could simply be a ton of fluff on the chest and a poofy mullet. But, I'll let you comment and let me know. In the meantime, I hope this serves as an adequate demonstration. Cheers.
Fennecs are awesome.

I would say female, but not just because of the poofy chest and hairstyle. For one thing, the hint of cleavage in the fluff suggests a bosom beneath; if it were a flat chest, there likely would be no such crevasse in the floof. Besides that, the figure in general appears female: The hips are a tiny bit wider than the shoulders; the waist narrows before flaring out significantly; and there appears to be quite a bit of rump on that form.
Granted, none of the above outright necessitates the female gender, but most people would call such a male effeminate in appearance. So, there ya go. =)
