No, it hasn't come out yet but it will soon. It's supposed to come out this September. :D

I haven't, I have to start out with Eragon. Conveniently, with it being the only book I don't have, I got it out of the library before I even knew about the fourth book. Random mumbling aside, I'm reading all 4.
