I get the impression that Winn represents the average Federation member. She remembers the past and is looking at Rey'na like an unchained tiger, just waiting to see if it will rip her head off, or let her pet it. Either is possible, so that base-level fear just won't go away.

I used to take my coffee with a lot of cream and sugar until I tried it black from a very high end hotel (think Rtitz Carlton) and discovered it's actual flavor. Ever since then, I have enjoyed it straight black, either hot or cold. Most coffee I get doesn't have that distinct tone to it, but I like to get a cup wherever I am staying, since sometimes even a mid-range hotel will offer something stunning.
Given her wide range of planets, I'm sure she has made a few memories, but since the El are constantly on the move in their starships, I rather think those memories are like vacations - you remember the highlights, but little else.

Winn's development is actually an underpin for the whole story. To me, she represents the rest of the Federation and it's residents. If she can be brought around to understand Rey'na and her people, then perhaps there is hope for the Fline in general (though I daresay she is far from a regular representative).
