Nick and Rocket were on a run from the law with "Carrots" in pursuit for stealing some treasures. However, these dudes thought of a fancy way to hide from her, by using the helium to transform their bellies into blimps and float up and quietly from her sights. They then high five for success while Officer Hopps is now looking confused about where they disappeared to. It's only a matter of time until she finds out, though.
