The GigantiMax Penitentiary. A colossal facility built beneath the city streets, covering multiple sites with the sole purpose of storing enormous threats to the peace. A proposal the wolf had submitted via proxy during a local government budgeting meeting. Opponents had called it a massive waste of city funding; a devastating blow to the infrastructure perched atop it alongside countless damage to the local ecology. And yet the project had been approved and shortly before the first giant appeared, construction was completed.

Replete with its own research team to observe and research those that were housed there, find out what had happened to them and manage their condition accordingly. Of course, to the wolf, having his creations undone by the whims of lesser scientific minds fumbling around in the dark wasn't acceptable. So, he scored himself a high ranking position on the research term. Perfectly positioned so he could lead his colleagues down wrong path after wrong path, all while continuing his experiments and filling the cells of the penitentiary with more giants. All until his new grand plan's culmination came to pass...
