According to Landarius, it's something prisoners do to ferment alcohol in their cells: using their toilets. I had no idea that was a I thing and I wish I could unlearn that.

My personal bet is that Chili is there because they finally busted her drug ring. I mean, how can a couple raise two daughters on a superb house like that with one of the parents staying at home if drugs aren't involved? Both as a means of getting money and energy. I mean seriously, Chili and Bandit have nearly boundless energy for a couple of parents with toddlers.
