It’s not a who, it’s an item/story gimmick ( it ruined the end of ch3 and ch4s story tbh) but basically it’s a slime you use on yourself to become a glob of chrome, and phase through walls

He apparently showed up for a while during the many seasons of Fortnight to do his thing then left.
