Commander Barratt has many duties outside of his eternal battle against Jaws MacTaggart, and the man most frequently responsible for assigning him these duties is his opposite number back on Earth - Commander Kevin Carlson. Likewise, when Barratt inevitably screws up, it is usually Carlson who ends up giving him the requisite bollocking. He normally has to open a communications channel with the Oshan Akuma to do so, but sometimes - as now - he manages to get Barratt physically hauled in front of his desk so he can berate him in person.
