This is Lady Alys M'Zangwe Thanh al-Sakai, Dowager Empress of the Terran Empire and Dowager Countess of Maratha. The Indochinese leopard is the regent for her oldest son Vladmir until he reaches his eighteenth birthday. She's a devoted mother and very protective of Vladmir and his younger brother Farukh.

Based on a conversation with him before his death, Alys takes lovers from within the family's bodyguard force. One of them, an ocelot, went a bit off and she killed him using poison painted on her claws.

“Sergeant Okwenda isn’t here,” Vladmir replied. “He’s usually standing by the door,” he added before spooning some mousse onto a slice of toast.
His mother hesitated for a moment before saying, “He’s gone away.”
Farukh accepted this matter-of-factly. Vladmir looked across the table at his mother. “He’s dead?”
Her ears laid back. “Yes.”
Her oldest son nodded. “I didn’t like the way he looked at you sometimes.” He bit into the piece of toast and chewed.
