i didn't realize it until you pointed it out, but Caesar's ultimate don't have weapons.
his ultimate can use the chains to swing and scale cliffs. but to answer you question, those are sake gourds on his belt, a cap full will warm you up from sub zero temps. all the pouches have various medicines or foods, perfect for surviving icy climates, but most of his attacks are ice themed punches. kicks, and breath attacks
