Steiner is just one of those characters who's perfect for the exact role he needs to be. The big, blustery comedic foil that you know exactly what he's like the minute you see him. That said, he too has a design I really can't touch. It perfectly gets across a big cartoonishly inept knight who you love to laugh at at first, but come to honestly love by the end of the story.
I know he's annoying to a lot, but I've always found Steiner hilarious from the moment I heard his big, farty theme song...of course, I also find Quina to be the best character ever made so I guess I'm not a good judge of characters on whether people care about them or not!
What else can I say? Steiner is a gift -- but fuck getting you Excalibur II!

Next to Zidane I could say Steiner has the most visible story arc in the game. Yes, one could argue Vivi and Garnet have subtler and more thoughtful moments of introspction and character growth. But just compare Steiner's dialog from the start of the game to what he says towards the end (where the singular instance of that one emotional song plays), and you can really appriciate just how much he's changed. Especially in his views towards Zidane.
In that sense I think he has the most complete 'spectrum' of a character arc on display through the game. While the others you kind of have to intuit a few of their thought processes they go through. And as someone with mild autism that makes reading people difficult he really stood out in that regard.
(Freya is still my favorite though. )
