But for this Avali it seems they tried to run, perhaps alert the other consol members to what Venari was doing.

Temptare may have laws agent turning Avali into mindless drones, but whoa going to catch Venari doing it, he's gotten away with having well over the limit of subjects plus having unregistered ones. He is the planets strongest military and medical supplier, so he can get awys wirh a few..broken laws.
Such a shame no one will look for this unit...but now they are part of a bigger picture..permanently
