A fun little tf concept I had mentioned before, of criminals being made to pay for their crimes through... transformative sentences.
Enter Dr. Melanie Hart, Doctor of Human and Veterinary Medicine, and witch of moderate power. With a sense of sadism that couldn't be saved by typical means, Melanie discovered a new, tentative program for rehabilitating criminals who were otherwise "un-saveable", where memories were examined as needed for evidence, then locked away as the criminal then served a life sentence as an "animal ward" of the state.
Depending on severity of crime and needs of the state, the criminal may be turned into a beast of burden to aid farms, security animals to protect other citizens, or kept in zoos as a means to help collect money for the state.
Of course, this wouldn't stay only as a criminal sentence for long, but... We'll come back to that later~
For now, we explore the change in Pasheema Nagpal, one of Dr. Hart's first procedures! How lucky she is!

Melanie is being deliberately cruel, but that is a good point there! I'll have to fix the wording. The existing laws don't apply to these new "service" animals, working out their terms just yet! Given that the current batch are criminals serving a sentence, I imagine there will only be concern for the ones turned fully feral, with no connection to their past lives or memories ...
