Soarin is a very specific integration due to his relationship to Spitfire and outside of that I had little to no intention of going this far in the design phase. He is rarely going to be featured outside of hyper specificity like my halloween image a couple years back.
Soarin's ability is called Tracing Lines, he gains an uncanny ability to see people's trajectory up to a few seconds in advance and grants him, with great effort, the ability to divert those trajectories sharply on contact which depending on the speed of the individual and their overall physical resilience could cause injury or death with horrific consistency. It is this ability that allows him to act so indiscriminately with something close to reckless abandon, it is also how he has such a massive claim to his repertoire.
Soarin comes from a very good lifestyle, born of noble descent and becoming something akin to a marker of his family for their fame has granted him massive resources in both diplomatic and military sway. He has ironically done most of this by happenstance being that he hated the constant scheming within the political sphere's of the noble autocracy and despised the corruption of local law enforcement, he decided to join the military following that he never made mention of his house and wasn't found out until his application into the Wonderbolts wherein his soon to be Captain found herself under a lot of pressure to accept it from some irritating Noble house. It is here in this new found family and soon relationship he would amount the massive number of victories leading to his status as only the fourth 4 star ace in Equestrium's history. (1 star ace is a simplification of being a 10 time ace, each ace being 5 confirmed kills)
The items he wears are his defiance to his heritage: His Lieutenant badge is a constant rejection of his family's want for him to climb higher, his desire to remain by his captain (and wife off duty) is his driving force to be more than his name and more than his accomplishments; The Wonderbolt's tag is his personal induction as a member of the team, it's meaning is outlaid in Spitfire's character sheet; The dog tag is a dog tag; does what it says on the tin; The old scarf was a fabric piece he's had since he was a boy and helps him calm himself and brings a surprising amount of comfort from a memory of a maid that used to assist him in his more childlike antics around the manor... when she was fired due to complications around her priorities she was never allowed to claim many of her possessions and undenounced to her a few anonymous donations would be made to her family to assist with difficulties.
Soarin is a portrayal of the life of someone who didn't want a fast track and massive power but basically suffered from too much success as it went due to his overwhelmingly good circumstances. Sooo... Soarin's design here is somewhat reminiscent to a PrinceWhateverer song here: Burn me down
