Kobold illusionist that ended up taking control of a minor nation of monsters and building himself a cult of personality. His primary motivation is making sure kobolds have a place where they won't be treated as slaves or looked down upon, so he makes it a point of actively killing off anything he perceives could be a serious threat to his people. Since the nation isn't exclusively kobolds he's been using illusions & constructs to run things somewhat behind the scenes by masquerading as his own assistant and creating a figurehead to "rule".
In game he's been in charge for the past 20 years, during which time he's been spearheading something of an industrial revolution in order to fix the nation's military & infrastructure. So it's basically been fixing and maintaining existing roads, installing aqueducts, training soldiers, and establishing trade with neighboring nations. Since he managed to get ahold of gunpowder they've been experimenting with developing working firearms.
It has gotten to the point where the kobolds of the region are being given a wider berth than the ones outside his borders because they've been shown to be exceedingly dangerous.

Vizro is a lot less violent. He was studying magic in Absolom under patronage of a dragonblood sorcerer. But after reading historical records about kobolds he got upset that they seem to lose all the time despite being at least somewhat capable. Vizro thought that maybe if Abadar managed to teach many things to humans and elevated them above simple tribes then he may do the same for kobolds. It can't be worse than slaving away for demons and evil monsters, right?
He learned everything about great statesmen, politicians and generals and constructed a personality for himself that imitates those powerful people. He hopes that his expertise, magical power and veil of the great leader will be enough to convince his tribe to change their old ways. Conveniently new emerging state in those lands is decently tolerant to kobolds and other tribal people. Vizro thinks that bloodless path to greatness is possible.

Regrettably no. If we set in Golarion I probably would have made it so that Kraven joined up with General Azaersi and the Ironfang Legion since they functionally want the same thing. Our game is set primarily in Greyhawk with a few homebrew elements to actually move things along, would honestly prefer to switch to Pathfinder proper or an actual homebrew since we’re using 1E to play but we have vocal hold outs.
On the one hand Kraven is functionally a traditional kobold in the sense that he isn’t too proud to run or beg if his life depends on it and he prefers guerilla tactics to straight up fights if he can help it. But in other ways he deviates from the norm in that he refuses to be cowed or submit to a given person for very long, the moment he has an opportunity he will ideally orchestrate that persons/creatures death and/or escape as necessary. Probably one of his biggest departures from the norm, apart from being a wizard, is that he absolutely refuses the act of draconic worship. To Kraven, dragons are just as bad as every other race that enslaves kobolds. They’re just stronger.
Kraven himself is a former drow slave that manage to escape his situation by sabotaging one of his masters’ summoning circles and then fleeing to the surface with one of their spellbooks. Unfortunately the surface races didn’t treat him all that much better which is what led to Kraven deciding the best way to change things was to be in charge. His entire time adventuring was spent playing off the people’s expectations of him and dumbing down just how intelligent he really was, which led to a few “accidents” when certain PC’s overstepped.
Once Kraven took over his first tribe he actively started assimilating others into his clan as he found them, both for their own protection and to have something to start building his power base. He’s always on the lookout for exceptional kobolds, both because they could be raised up to benefit the clan and to prevent them from becoming a potential threat. Kraven loathes sacrificing other kobolds if he can help it but views it as necessary to keep the population manageable and prevent unnecessary challenges to his rule. If he can help it Kraven will typically take problem kobolds (especially competent ones) pick a direction, and kick them & any followers they have out of his borders to be someone else’s problem. In this way he hopes they set up shop somewhere else far from him and inadvertently further his goal of kobold expansionism.

He knows the reputation kobolds have cultivated for themselves in the world and that nobody is ever going to respect them, let alone allow themselves to be led by such a small and unimpressive race.
