Each head has their own personality when its added I'd say? so as a Zweilous, its two separate minds, and as Hydreigon, its three (since its arms/hands are basically heads as well lol)

I think you couldn't have thought of a better description about his evolution which with each form brings with it more and more heads with their own personalities. Yeah, Hydreigon surely has other two heads attached to its arms xD
