Tomoe is not connected to any samurai bloodline, and truly, her identification as a samurai is mainly self-given. During her school days, she was the shot-caller of a Sukeban gang, and was known and feared by other gangs, including mostly male ones, for her ability to take down multiple foes in one swing of her wooden sword. As she matured, she's put her past behind her, though her training hasn't slowed down.
Even during her delinquent days, she was a well-learned student, and saw herself as someone who was fighting for those who she felt society had abandoned. As the teacher of her own Kenjutsu dojo, she continues that belief.
She comes off as quite serious and stern, but can soften up for those she trusts. As for her sword technique, her secrets are as of yet unknown, but in those hands of hers, her wooden sword is just as effective as one made of steel.

Usually, a toy sword is a proper fit for a younger sword fighter (like a little boy for instance) that is an amateur instead of a professional warrior but I am sure that Tomoe will fight nicely with this wooden blade. Heck, maybe later on she can have an expensive sword made of the nicest and hardest steel in the land.
