This is a fan art; a rather obscure enemy that appeared in the game Wario Land II and frequently set you on fire. Some list his name as Cigarrat, but that's probably a fan name, and he looks more like a fox than a rat. o_O I once sent an email to some Nintendo dudes and they told me his name is Flame. I have no idea if that's actually true, but it's what I'm going with. I also admittedly did a horrible job on the background. :(

This guy never received official artwork, so the tiny in-game sprite is all we got for a proper reference. It is somewhat sad. C'mon Nintendo, give some attention to the Wario Land series too. At least give all of the enemies name and artwork, not just three.
