It all depends on how high up the tail is when they're wagging. If the tail is low (close to the ground) it usually means they're feeling chastised or upset. A slow wag about even with their spine usually means they're curious about something. A fast wag usually means they're happy especially if their head is cocked slightly and not facing you directly.
