Basic idea was that....well, think of it in this way:
Random fellow: "Well, I um.....I finally got the results, EC."
EC: Well...? *does the hand gesture, waiting for the answer*
Random fellow: *sweatdrops and shakes*
It's a gesture, as in "I am waiting for the answer to come anytime soon now" -level of gesture.
