My first time making any kind of structural fursuit part out of vinyl (as opposed to details like claw and pawpads).
This is a work in progress, it will be part of a full fursuit soon. The vinyl belly section is reinforced from behind and will be stuffed to give him a little pudginess!

Definitely don't stress the material. You want it plump but don't rely on it to hold structure or the vinyl will separate badly and the backing won't like going through a repeated stress cycle. If you can make it detachable for washing or somehow protect it, that would be even better for the longevity of it.
*nods* Yes, that has occurred to me. There are actually two layers of vinyl there, one behind the other, with a crimp sewn around, and joining, the edges of both layers together. I placed the two layers so that their stretch happens in alternate directions- i.e., if the material is stressed up and/or down, it will be stopped from doing so and counteracted by the layer behind it, which will want to stretch perpendicularly to the first layer. So that way, there shouldn't be too much stress on it.
Also, the fabric holding the belly padding in is being sewn to the fur, not the vinyl, to further reduce stress on the material.
