Emirio is a one of Sindar's dear darlings. He works as a backdoor doctor. Being a debatably legal doctor in his high tech neo-tokyo cyber-sci setting. He's honestly not as shady as he sounds, it's just really hard for the poor to afford good care and he's willing to provide it at a discount. It just means he has to get his equipment in a debatable legal way. Which is Fine with Sindar! Who is doing debatable levels of crime. Honestly they are trying to get clean.
