I like to imagine that Tails enjoys being tickled the most, despite being the most ticklish, and Knuckles likes it the least and usually has to be forced into it. Sonic's somewhere in the middle, where he'll accept it if it's a really good friend making the offer that he can trust. But he can probably only take a specific amount before he starts getting antsy and wanting to wrestle his way out of it.
His two oldest friends and in Knuckles case also his oldest rival so who better to help him celebrate his birthday, though of course they know just how sensitive a hedgehog's feet might be. Given that it's his 34th birthday, then I think tickling with feathers on the feet for 34 minutes no longer and no less would be perfect assuming Sonic can survive that.
