Finished this last night and just made my "mannequin" wear it for me ^_^.
It's made of many many pieces of scaled pleather fabric and DF shag with acrylic paint for the tips. I'll work on making it glow some other time when I get stuff for it. I did the entire thing by hand with heavy duty thread.
On him it comes down to just below his knee (He's about 5'8") and the tip is semi pose-able because of the stuffing inside of it so it doesn't always tilt like that, but I kinda like it that way.

Yeah I got some swatches and I liked how PVC Snakeskin and Reptilian Vinyl were so got some. Both have a small scaled texture and stretch (2-way and 4-way). Though I will say the material is a bit sticky and it is hard to hand sew throw the scales and stretchiness of the material. Have to be careful with the sewing machine too cause the scales can come off and jam it. Really gross. But I've made a couple base straight tails for practice and they seem legit, and can even be washed safely on a gentle cycle.
Nice. This fabric isn't stretchy, which I kinda like because it stays in the right shape for the complicated tails, but some other shape would probably work better with stretchy than non. I don't think I would wash this tail though, don't want to have to repaint it :(.
Oh, and the uneveness of the texture between the base fabric and the scales on this stuff made it harder to sew by hand, but it was much easier than having to go back to redo stitches from a machine would have been.
