It's Liam! Liam is a totally legit businessman who runs the totally legit Ultralux Vehicle Dealership & Rental, where he will sell you totally legit cars and other land vehicles.
He's not much of a fighter, but he uses his moves like Flash to attract the eyes of customers, and Attract to coerce them into changing their mind on their first opinion of some of the clunkers... err, totally legit vehicles he sells.
He also knows how to ride a motorcycle, so... pretty dang cool.
