More cool colors? Probably. A lot of it depends on what your goals were.
Dealing with the biology of it, the inner workings of the eye, in low-light conditions we actually see blue much easier than we see red. Seeing something "red" at night will likely be closer to grey, or rather desaturated. Also, since the major light source for the picture is the pool, which is distinctly blue (in the picture and in real life), then unless you're trying to make some sort of statement or fake some sort of effect, you probably want more cool colors.
Since the character is reddish, I would have used mostly blues for the background -- changing the above-water background to be cool -- and use a good selection of reds (basically what you have) to make the figure stand out from the background. Yeah, pretty much. Mostly with your last point, that is, creating a warm/cool contrast as, part way through, I realized the fence was about the same value as the character. I'm not above making the other elements warm even at night, but in this case I do think the composition and color balance of the piece would have fared better if all the background were cool.
Personally I would have made the fence/tiling (or decking or whatever >_>) a purpler blue, and probably either made it less saturated or with the sky more saturate blue. But yeah, pretty much along those lines.
