The third generation of Redmane, Valerie is the current leader of the so-called Order, a militaristic nation with no borders with the intention to try and minimize conflict on their home world.

The name “Order of the 13 States” originally comes from the first Redmane, who banded together with 13 local city states to overthrow the local corrupt sultanate at the time and establish corner stones of the Order as it is known today.

The Order is nested in a large wasteland between a few smaller and larger states but does not occupy any actual territory or enforce borders outside of their main capitol, Karvas. Instead their military patrols roam the wasteland, trying their best to keep the place safe from wild animals and raiders as well as offer assistance to travellers and trade caravans.

Every citizen of the Order is required to do at least 3 years of military service when they reach adulthood. Most of these conscripts play the role of caravan guards, drivers, and logistics personnel.
The people that decide stay with the military after their 3 first years receive rigorous and strict training. That combined with the high-end equipment makes their military one of the most respected in the region, despite their lack of actual numbers in trained soldiers.

If a bigger conflict breaks out in the local regions, the Order often moves into the conflict zone, trying to restore peace, if needed by force.

Despite their good intentions, Order soldiers are often seen as unwelcome, trying to police matters that should not concern them.
Some trade guilds do not like them due to Order guards often coming across as controlling and more bothersome than actually helpful.

Economically, the Order plays a pivotal role as their capitol is a neutral zone where large trade hubs are established, allowing all traders from states and countries to rest and perform their trades.
Karvas is also one of the few places on the planet that houses an “Orbital Rail Cannon”, a device to send cargo (and sometimes even crew) into space at the fraction of the cost of ordinary rockets, meaning the Order is also a middle man for off-world trading, such as with the Warkun.
