As all you know, Droopy wears no clothes at all or he wears no pants at best. However, his nemesis, McWolf "has to" be fully clothed somehow. I assume McWolf is probably more "humanized" than Droopy? But what if... he's not? What if he's able to wear no clothes at all too? Of course, as long as it's a cartoon nudity.
Just remember, kids! It doesn't work with human characters.
