Cleo's origin was that she was originally from a wealthy rich life in a penthouse that from two rich couple that unfortunately resulted into a very nasty divorce and they were dividing the assets of who gets to keep which. Cleo having a very bad feeling about the owners' dark intentions out of divine intervention, she ran away from the building never looking back. She was all alone on the streets surviving from junk until she got snatched by a team rocket scientist, she was able to speak human language thanks to another Team Rocket member's Meowth in order to translate to other Pokemon. She was then assigned over to Jeremiah as his designated partner at the Galar region. She and Jerry are getting along with each other's company. She may not be able to evolve due to her ability to Gigantamax.
