"Oh most wondrous is Skal'garrn and odd are its people. All sorts of creatures are to be found here, on the bottom, where all the misfits flock from the borders of IRC. The beasts of sentience breed and multiply, walking on twos and fours as they please, and blight the natives of Garn.
So they pay other beings, more thoughtful and honest, to save them from harm.
Ot is only here where the creatures rip each other's throats for skol', shepa and kruglyanki"
Skal'garrrn – one of the garns of the UPR, located closest to the IPC borders and, therefore, densely populated by fugitives from there—both hybrids and humans.
Garn – he name for massive fortress-cities, surrounded by walls and divided into conditional levels. Each garn has its own specialization, meant to support the rest of the garns of the derzhava.
Skol', shepa, and kruglyanki – local currency denominations, commonly used across all derzhavas.
People do not flee from the IPC without serious reasons.
Most often, it is fear of justice—justice that does not hesitate to sever the heads of the guilty. That is why IPC fugitives are a rather dubious lot.Murderers, rapists, marauders, smugglers, and madmen—some attempt to flee into the forests or mountains, hoping to join the packs of the Hopeless, but many are far more enticed by Skal'garrn.
A massive city filled with abandoned places and hidden nooks—what better refuge for a fugitive?
That’s what many thought, and as the years passed, Skal'garrn found itself facing a pressing question: What to do with the flood of fugitives who, drunk on freedom, began to rob, kill, and even devour the locals?
There was little authority over them.
Firearms were rare and costly, and most humans were physically weaker than even an average anthropomorphic hybrid.
However, not all fugitives sought to spend their lives terrorizing the locals.
And this became their salvation.
It was those "more thoughtful and honest" ones, among them Turbo, who began to hunt down the most harmful hybrids and receive payment for their work.
And so, a new order was born.
Ever since then, one can find those who call themselves "Hybrid Hunters" in the garn—prowling the darkest and most desolate corners of Skal'garrn in search of those mad beings who abandoned their humanity, becoming more like rabid beasts than sentient creatures.
So they pay other beings, more thoughtful and honest, to save them from harm.
