And I think I'm at a good place for now. Similar to Carol the setting that the comic is supposed to take place in between Didnapper 1 and 2 so I tried taking aspects of both character designs when incorporating them. Evelyn proved especially tough with her cape. I figured the base way to make it look okay is with dForce. So I applied that to the bottom of the skirt. I'm going to revisit the mesh and try and ensure that the vertices aren't clipping through one another. I'm also interested in exploring the use of dforce on hair. But that's for later...
