After being discarded by Toy Maker Frank was tossed into a wasteland of other discarded toy folk who were doing anything they could to survive in the island's winter hell scape and overall were acting rather criminal to each other. Frank viewed his transformation as a penitence for his crime and decided the best way to atone was to help organize the other toy folk and help them to survive as he took up the role of law maker and sheriff of the territory.
