Black Rat is a TF artist of some renown from years back. His style is unmistakable, but he does periodically go on hiatus. He's recently been emerging from one such break, and just a little while ago drew me a 4-page Guilmon TF sequence (colored for WWF charity by notveryathletic ), and a while before that he did a 5-page Rooth'ragon TF sequence. Plus a few oneseys twoseys here and there over the past ... decade? O.O
Anyhow, he's getting back into the swing of things with a Raffle-style Donation Drive (click here to learn more!). Go check it out!
So, a while back, Black Rat and I got to talking about his computer upgrade, which in turn got to talking about gaming, which naturally lead to DarkStalkers and Felicia. So here we have a gamer babe having a little too much frustration with Pyron, so much so it triggers an awesome TF into one of my favorite gaming characters of all time. And one Black Rat has a fondness for as well, which made the drawing that much more enjoyable for both of us. :)

You're right. It's not quite as simple as a template, but it does follow a predictable formula. Paw-shots, clothes bursting, gasps of surprise, usually one shot of revelrous rawwwr at the end (though this sequence is different), with a somewhat sardonic line here and there, with some dry humor. But, all that said, it's a great formula, and his style is sweet and, thus far, timeless. :)
Though I am easy to please, I'd love to see a full comic from him someday, even if it wasn't mine. The TF sequence is awesome, but there's more story to tell before and after it. Like, the husky basketball babe TF he did a while back -- what happened when the team found out? Did she make the cut, or just become some some disgruntled mascot? What did her parents do when they found out? Does she have any siblings? Does it run in the family? Inquiring dragon/roos wanna know! =)
