I imagine if you'd got several sapient species on a world coexisting peacefully in a united civilisation as on Roia, I imagine that it would be regarded as cannibalism whether it was your own or one of the other species. In any case definitely a heinous and horrifying crime. Though incompatibility of biochemistry might perhaps result in the crocodile suffering a fatal allergic relation or being poisoned and if the sergal could manage to get free and manage to staunch the bleeding they might survive...though hopefully rescue will come before the threat is carried out.
