I already know that he is the one telling the story. Same colored eyes, the crutch for walking... the white fur would be from old age. I have a feeling he is telling his history before he goes to the sea one last time, to ensure that he and his legacy are never forgotten.
I used to talk to Javi on the regular on Discord. During a discussion on something for fantasy setting I was working on, he mentioned spoilers to me on Cavanagh. While Javi could have changed his mind since then, I am certain that Cavanagh and the storyteller are not the same character.
I would draw a distinction between Folklore and evolution. If there is reality to folklore in this universe it’s completely possible she is the only one. But with an emphasis on evolution, there would have to be others of her kind and they simply live too long, and require more territory to be antisocial species.
