I don't know their name. Characters only get names when they get ref sheets (Emmet was an exception).

The obvious suggestion is they have something to do with Mina. Possibly a rival for her position in Victor's crew, given that he's a "fellow feline" and Mina has a reputation as being someone to be feared rather than trusted.

He could also be a rival to Victor himself... although having rival bands of pirates about would probably just overcomplicate the story. Victor already has enough to contend with, given Emmet & Sully are out there and, you know, The Cops. Emmet & Sully also show up in the story when Victor is about to sail somewhere that other pirates very deliberately do not go.

Of course, his appearance is also consistent with being a member of a different one of Victor's bands. That mane looks more sprayed with salt air than hairspray, however.

I may, or may not, have been inclined to get this character because someone called to my attention that my OCs in general do not have "hair" (though some of them used to have hair and are rather sensitive about it).
