The rules did say the parts had to come from the scrap pile. But nothing says the scrap pile can't be added to. >.>

The rules are explained on 580 and 581, but I don't see any part where they say the parts have to come from the scrap pile.

On 580 they state they have 30 minutes to salvage, specifically from the scrap pile. By mentioning only the scrap pile the rules would imply excluding other sources. They don't state it can't come from the audience explicitly however.

When they explained the rules, they said that they can take whatever they want from the scrap pile, but they didn't say anything about taking extra from other sources... if they don't say anything, then they cannot take away what star gained... she was unable to participate in the scrap pile and she didn't break any rule.

Yeah I'm calling shenanigans. If that was against the rules they should have jumped in as soon as Star suggested it, waiting until after all the singing/part collecting is done before stepping in just comes across as changing the implied rules.
