It's an exercise using stick figures to see how Harp would look when on the move. He's backed up against a brick wall in an alley, someone is coming after him, blocking the only way out. His only means of escape is to run and flip over a wooden fence that blocks the rest of the alley.
I thought back to a few years ago when I would see Buster Keaton do this stunt (and others like it) in every film he made. He could spin and contort in any direction and always manage to wind up in a sitting position with a shocked expression as if to say "What just happened?"
I know that I promote Buster all the time, but he's really amazing! This is the type of acrobatics that Harp would do if he were animated.
