Samantha hasn't had an easy life... Abandoned at birth, having to support and raise her little brother Kitt alone in an environment where everyone took advantage of them, the only job she could have as an uneducated girl was as a maintenance worker at the Knothole University laboratory. A job she didn't like, but it paid off.
But one day there was an accident in the lab involving creatures called Wisps, which broke free and entered Samantha, granting her electrical powers she never wanted.
Treated like an outcast by everyone after several incidents related to her powers, and under the imminent threat of Kitt being taken away by social services, she returned to the lab, blaming them for what happened and demanding a cure... just as Sally was about to walk Nicole home.
Blue Gal was unable to reason with Samantha, receiving a severe shock in the process. And with Nicole in mortal danger, Blue Gal must face the vengeful wrath of Power Surge. For both Nicole and Samantha herself.
